Overview:
ACS Professional Staffing is looking for an employee to work remote with our client. This Business Systems Analyst position will beresponsible for analyzing various data processing problems and using that analysis to improve computer systems. This includes understanding user needs and automating tasks to make existing systems more efficient. Additionally, this position will also identify limitations in current systems and find solutions.This full-time position is located in Portland, OR.

Responsibilities:

  • Provide business analysis expertise to software applications in support of the HR function and HR systems at the company.
  • Design solutions to automate business processes, provide data, and support staff through business applications and related tools.
  • Critically evaluate information gathered from multiple sources to reconcile conflicts, deconstruct high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Participate in the continuous improvement process by providing input and recommendations for process efficiencies, designing, and testing improvements, assisting with implementation of management approved efforts and initiatives.
  • Develop, draft, and recommend system change requirements/specifications according to company's standards.
  • Collaborate with, and provide technical input and assistance to, developers and subject matter experts to analyze tradeoffs between usability and performance needs and to document the technical vision.
  • Partner with DOE IT developers, functional teams, and subject matter experts (SMEs) to coordinate integration and implementation of management approved solutions.

  • Work closely with DOE, OPM, HR, and/or other organizational personnel to document business needs and provide recommendations on possible solutions; collaborate with IT in reviewing, analyzing, and documenting different options; present solution options and weighted recommendations for management consideration.
  • Work with HR groups (including managers, SMEs, and other stakeholders) to develop/draft and analyze business cases to consider viability.
  • Facilitate business stakeholders through the processes of identifying and prioritizing business needs, identifying measurable objectives for a solution, and assisting in determining the appropriate business solutions.
  • Assist HR to distinguish a problem's symptoms from its root cause and help uncover true root causes.
  • Meet with service providers and customers to document and improve business process and to define and manage detailed requirements to improve business systems.
  • Verify that issues encountered during system testing are captured, resolved, and their resolutions documented.
  • Organize teams, including downstream and upstream parties and decision makers to enable those involved in a project have an opportunity to provide input.
  • Identify all the systems, processes, and users that are impacted by business problem(s), and/or solution(s) for project planning, implementation, change management, and technical purposes.
  • Identify and recommend solutions for gaps in HR current-state process documentation.
  • Review, research, and understand available solution options and provide information, input, and assistance for HR and other stakeholders to prioritize options based on their merits and help to recommend selection of the best option.
  • Develop, recommend, run, and maintain designated and assigned HR reports and analytics. This may include dashboards, pivot grids, PeopleSoft or SQL queries, Power BI, PeopleSoft analytics tools and Oracle Analytics Publisher, and other solutions.
  • Provide analysis on PeopleSoft modules not currently in use and provide recommendations for possible future implementation.
  • Evaluate software application vendor enhancements for regulatory requirements and support of business functions; collaborate with vendor on proposed enhancements and software issue documentation and resolution.
  • Communicate and collaborate with internal clients to analyze information needs, functional requirements and deliver appropriate artifacts as needed (e.g., functional requirements, use cases, user stories, graphical user interface (GUI), screen, and interface designs, etc.).
  • Facilitate initiatives of various size and scope utilizing waterfall or agile methodology as appropriate to include business case development, requirements documentation, alternatives analysis, change management, and tracking of key activities/milestones.
  • As requested by the manager or team lead, provide guidance, training, or assistance to other DOE personnel in areas serviced.
  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Requirements:

  • A bachelor's degree in information technology, business systems or a closely related technical discipline is highly desired.
    • 8 years of experience is required with an applicable bachelor's degree.
    • 10 years of experience is required with an applicable associate degree.
    • 12 years of experience is required without a degree or applicable degree.
  • Experience should be consistent with the specific requirements of Information Technology, Business Systems, or other related IT specialty.
  • 8 years of demonstrated analyst experience using technical product life cycle and requirements management concepts, among other applied skills and knowledge.
  • Functional knowledge of the various modules of PeopleSoft HCM 9.2 application including two or more of the following: Federal Workforce Administration, Workforce Development, Health and Safety, Benefits, Recruitment, ePerformance, Training Administration, Profile Management, Self Service, and working experience using the Peoplesoft query, report, and analytics capabilities.
  • Technical understanding of PeopleTools sufficient to perform configurations and facilitate customizations with the technical team.
  • Technical writing skills required to author, modify, or facilitate development of design specification documents, job aids, user guides, standard operating procedures, and similar materials.
  • Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
  • Experience/ability to model processes, determine requirements, analyze alternatives, and verify solutions to meet business needs.
  • Intermediate skills/experience with SharePoint, sufficient to support, manage, edit, and maintain sites, document repositories, workspaces, libraries, lists, views, etc.
  • Intermediate level proficiency in Visio.
  • Experience in process improvement initiatives.
  • Experience in organizational change management methods and tools.
  • Experience leading projects or major change initiatives including communication, marketing, and evaluation of program effectiveness.
  • Experience in meeting facilitation.
  • Ability to successfully engage in multiple initiatives simultaneously.
  • Work independently with users to define business needs and under direction of project managers.
  • Knowledge of requirements management and software development life cycles.
  • Familiarity with Agile development and Project Management methodologies.
  • Experience with data reporting and analytics tools (such as Power BI, Tableau, Oracle Analytics, Crystal Reports, etc.,).
  • Valid U.S. Driver's License is required.
